Under the direction of the Communications Director, the Administrative Analyst (Analyst II) plays a key role in supporting CalRecycle's mission to cut waste and protect California's environment. This position helps ensure the Office of Public Affairs (OPA) runs smoothly by managing essential administrative functions, contracts, and language access services so all communities can get the information they need.

Key duties include handling contracts and procurement, including translation and interpretation services; tracking budgets and supporting HR processes; coordinating public meetings and executive calendars; responding to public inquiries and posting internal department updates; assisting with foreign delegation vetting and research.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.  Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.

Working Conditions

The incumbent works on the 22nd floor of a high-rise office building in downtown Sacramento. The office is located in an enclosed, non-windowed cubicle in a smoke-free environment. The work schedule is Monday through Friday. Travel may be required locally and within the state.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Contract and procurement expertise, including demonstrated experience managing contracts, knowledge of state contracting rules, and ability to identify, route, and complete required forms and approvals.
  • Budget and administrative skills, including experience tracking budgets, monitoring expenditures, and assisting with budget planning and drills. Familiarity with HR processes like hiring documentation, duty statements, and expense reimbursements.
  • Responses to Supplemental Questions that are clear, thorough, and address all required points.
  • Organizational and project management, including experience successfully managing multiple priorities, meeting deadlines, and coordinating logistics. Detail-oriented with strong record-keeping and tracking skills.
  • Technology and systems proficiency, including experience using standard office software (Excel, Word, Outlook) and state systems (Fi$cal, Cal eProcure). Ability to learn and apply new tools for scheduling, procurement, and internal communications.

Statement of Qualifications
